RCMC Registration: A Key Authorization for Exporters

RCMC (Registration-Cum-Membership Certificate) is a mandatory authorization under the Foreign Trade Policy (FTP) for businesses involved in the import or export of restricted products. It also acts as proof of an exporter's registration with an Export Promotion Council (EPC), commodity board, or export development authority.

Why is RCMC Important?

  • Essential for import/export of restricted goods under FTP.
  • Required to avail concessions and benefits outlined in FTP.
  • Serves as official membership proof with an EPC or commodity board.

Types of RCMC Membership

Understanding the different types of RCMC memberships helps businesses choose the right category based on their experience in international trade.

  • Ordinary Membership – This is the basic membership level, ideal for businesses that are new to exports and imports. It provides a foundational status, allowing companies to establish themselves in international trade.
  • Associate Membership – Designed for experienced exporters and importers, this membership is for businesses with a proven track record in global trade. The membership fee includes a base fee plus GST, making it a cost-effective option for seasoned traders.

Choosing the right membership ensures businesses meet compliance requirements and benefit from export promotion schemes under the Foreign Trade Policy.

Eligibility for RCMC Registration

To apply for RCMC registration online, businesses must meet the following criteria:

  • Exporter or Merchant Requirement – The applicant must be engaged in import and export activities. If setting up a manufacturing company, this is a mandatory condition. The business must have applied for an Import Export Code (IEC) from the Director General of Foreign Trade (DGFT).
  • Business Main Line Declaration – Exporters must declare their primary business focus (e.g., coffee, tea, textiles). If a specific export promotion board exists (e.g., Tea and Coffee Promotion Board), they must consult it. If no dedicated board is available for their product, this must be clearly mentioned in the application.
  • Approval from FIEO – If no specific export promotion council exists for the product, approval from the Federation of Indian Export Organizations (FIEO) is required. FIEO's authorization is mandatory for RCMC registration in such cases.

Meeting these conditions ensures smooth processing and compliance for RCMC registration.
