Who Requires a Factory License in India?

Under Section 2(m) of the Factories Act, 1948, a premise is classified as a factory if:

  • With Power: 10 or more workers are employed in any manufacturing process using power.
  • Without Power: 20 or more workers are employed in any manufacturing process without using power.
